PROBLEM TO BE SOLVED: To provide a developing system for liquid development that can improve cleaning performance on a developing roller. SOLUTION: The system includes a developing roller 20 that uses a developer comprising a non-Newtonian fluid and has an outer circumference part, made of an elastic material, carrying the developer, and a developing roller cleaning blade 21 that cleans off a developer solid content depositing on the developing roller 20, and the system develops a latent image formed on an image carrying body 13 by use of the developing roller 20. The system is equipped with: a bias application roller 22Y that controls the solid content concentration in the liquid developer on the developing roller 10; and a control means C that controls to decrease the bias value of the bias application roller 22Y according to an increase in the number of revolutions of the bias application roller 22Y.
