PROBLEM TO BE SOLVED: To provide a transparent coated film which emits light by making electric current flow. SOLUTION: This is a transparent coated film in which a conductor layer (A), dielectric layer (B), light emitter layer (C), conductor layer (D), and surface layer (E) are formed on a substrate in the order of (A), (B), (C), (D), and (E), and each of the above layers (A)-(E) is formed by paint composition and emits light by making the electric current flow. The dielectric layer (B) and the light emitter layer (C) are formed by a paint composition which contains powder having a particle size of 0.38μm or less and a binder component.
