PROBLEM TO BE SOLVED: To surely detect a doubtful person even though it is difficult to discriminate the doubtful person from regular workers by appearances when the doubtful person wears a helmet. SOLUTION: A biometrics sensor 11, a biometrics recognition determination/luminescence device 12, and a communication device 13 are arranged on a helmet unit 10 delivered to the workers entering into the work site. The biometrics recognition determination/luminescence device 12 has collation data DB25 and a data collation function section 22 for memorizing a registered biometrics acquired from the regular workers in advance. The biometrics information of a person wearing the helmet unit 10 which is obtained by the biometrics sensor 11 and the registered biometrics are collated with each other, the communication device 13 reports information of an abnormality to a center server 3 when a collation result is not agreeable.
