PROBLEM TO BE SOLVED: To provide an opening device which can discharge water intruding into an indoor even in the absence of an anti-backflow valve. SOLUTION: A recess 15 is formed in the top surface of a sill 10; a hollow part 16 spreading over almost the whole indoor and outdoor areas is formed below the recess 15; outer and inner rail members 72 and 70 are provided in the recess 15 of the sill 10; the inner rail member 70 is fixed to the sill 10 via an antisweat attachment material 71 composed of a resin; an indoor-side member 73, the top surface of which is almost as high as the top surfaces of the inner and outer rail members 70 and 72, is provided in the indoor recess 15a of the recess 15; a first weep hole 80, which communicates with the indoor recess 15a, is formed in the top surface of the indoor-side member 73; a second weep hole 81, which communicates with the hollow part 16, is formed in the bottom surface of the indoor recess 15a; and the first and second weep holes 80 and 81 are different from each other in longitudinal positions on the sill 10.
