A second target relative rotation angleθrt2 for setting the relationship of the change of the steering gear ratio relative to the change of the steering angleθs and the vehicle speed V to the desired relationship is calculated (S40) by the relationship of the predetermined reference. The target relative rotation angleθrt is calculated as the sum of the first target relative rotation angleθrt1 and the second target relative rotation angleθrt2 (S50).
