PROBLEM TO BE SOLVED: To provide a technology for preventing generation of dust by confining and stabilizing asbestos over a long period without forcibly separating and disassembling the asbestos sprayed on a building. SOLUTION: For attaining this purpose, an antiscattering agent 3 is permeated and hardened by spraying or injection into the asbestos 2 sprayed on a construction surface 1 of the building such as a roof, the ceiling, a wall and internal-external facing materials, and a surface of the antiscattering agent 3 is covered with a fire resistant covering material 4.
