PROBLEM TO BE SOLVED: To provide a method for manufacturing a composite semi-permeable membrane having an approximately constant salt inhibition ratio even when the kind and the number of kind of metal salt dissolved in an aqueous solution are different, to provide a composite semi-permeable membrane manufactured by the above method. SOLUTION: The method for manufacturing the composite semi-permeable membrane includes a membrane formation step for forming a non-dried resin membrane containing a polyamide based resin obtained by interfacial-polymerizing a multi-functional amine component and a multi-functional acid component on a surface of a porous support membrane; and an acid removal step for removing the unreacted multi-functional acid component from the formed non-dried resin membrane.
