PROBLEM TO BE SOLVED: To provide a turbine governor valve capable of eliminating the leakage of a fluid from a through part in the governor for a turbine having a valve stem passed through a governor valve cover. SOLUTION: In this turbine governor valve regulating the amount of inflow steam into the turbine by axially sliding the valve stem 2 of the governor valve 1, seal heads 4 are fixed to both ends of the valve stem 2 passed through the governor valve cover 3, a pair of seal chambers 6 are formed between the seal heads 4 and the governor valve cover 3 through a bellows 5, and the pair of seal chambers 6 are connected to each other through an equalizer pipe 7.
