The device has a body (1) including a chamber (2) that has a planar surface in which openings of drainage outlets (5, 6) are formed, and a rotor (7) whose axis of rotation is normal to the surface. A supply inlet (4) opens out freely into the chamber. The rotor has a tubular closure unit (9) with a protective seal (12) in the form of a piston and acting on the surface and interacting with the openings so as to close the outlets. A cavity (10) of the tubular closure unit is coupled to the chamber. A spring (13) is disposed in the cavity to apply a mechanical pressure to the seal.
