<P>PROBLEM TO BE SOLVED: To prevent electricity conduction to a human body by a simple composition without increasing power consumption in a cooling system of a fuel cell. <P>SOLUTION: The cooling system is constituted such that a heat medium route may be intercepted electrically by providing a 1st insulated valve 16 in an arbitrary part on the upstream side of the fuel cell 10 in the heat medium course 11, by providing a 2nd insulated valve 17 in the arbitrary part on the downstream side of the fuel cell 10 in the heat medium course 11, and by blockading the heat medium route by the 1st and 2nd insulated valves 16 and 17.
