The heat exchanger recollects the electric energy or waste heat from a vehicle. The electric hydrogel phase transformation material with latent heat and thermal energy is installed at the heat exchanging area where a heating plate is contacted. The golden spiral discharging device rotates to the clock-wise direction to maximize corioli effect of the fluid which is taken in.
