PROBLEM TO BE SOLVED: To solve a problem wherein deviation is generated in press fitting between a moving core and a shaft due to axial collision of a moving element and so characteristics of output oil pressure are changed, when the shaft is press-fitted into the inside of the cylindrical moving core to provide the moving element. SOLUTION: When the moving element 42 is moved to a direction to open a bleeding port 35, the shaft 48 directly abuts on an adjuster 49, so as to regulate a moving range in the valve opening direction of the moving element 42. Thus, since force in the valve opening direction applied to the shaft 48 due to discharge pressure of oil discharged from the bleeding port 35 is directly transmitted from the shaft 48 to the adjuster 49, force of the axial shift caused by collision is not applied to press fitting parts of the shaft 48 and the moving core 47. Moreover, the deviation in press fitting between the shaft 48 and the moving core 47 can be prevented and characteristic change of the output oil pressure can be suppressed for a long period.
