The device (1) has an anchoring rod with a threaded portion having a sharp free end so that the end pierces a beam (20) of a building and is screwed in the beam. A rigid support plate (11) has a bore for passage of the portion. The plate has a free support surface extending around the bore and plated in contact with a surface region of an insulating sheet (40) to locally compress the sheet when the pressure is exerted on support plates. An independent claim is also included for a method of fixing a partition element to a fixed structure of a building.
