PROBLEM TO BE SOLVED: To provide a brush seal structure in a liftable breakwater column, capable of properly forming annular arrangement of a seal brush material to the outer pipe upper end of the liftable breakwater column and an annular contact state of the seal brush material to an inner pipe outer peripheral surface, by using a channel-shaped brush. SOLUTION: The breakwater column 1 is provided by forming an inner pipe 4 lifting in the sea as a nesting structure in an outer pipe 3 implanted in the sear bottom ground. This brush seat structure in the liftable breakwater column is constituted so that the annular channel-shaped brush 8 is idly movably arranged in the peripheral direction on the upper end of the outer pipe 3, and the bristle tip of the annular seal brush material 5 is contacted or approached in an annular shape with or to the outer peripheral surface of the inner pipe 4, and the annular channel-shaped brush 8 is idly moved by following in the peripheral direction, by pressing the bristle tip of the annular seal brush material 5 by the outer peripheral surface of the inner pipe 4 when rocking the inner pipe 4.
