A method of casting low carbon steel strip having inclusions is provided. A molten steel having a slag of iron, manganese, silicon and aluminium oxides is formed and passed between a pair of casting rolls to form the steel strip having MnO.SiO2.Al2O3 inclusions, the inclusions having a desired ratio of MnO/SiO2.
