A method and an apparatus for outputting an OSD(On Screen Display) by means of a wavelet transformation are provided to discriminate the low frequency area in the image of a broadcasting signal and to output the OSD to the low frequency area. A process for discriminating a low frequency image area in the image of a broadcasting signal related to a broadcasting program is performed(S201). Thereafter, a process for discriminating the position for outputting an OSD in the low frequency image area is performed(S202). Thereafter, the OSD is outputted to the discriminated position(S203). The process for discriminating the low frequency image area includes a process for discriminating the low frequency area in an image of the frame by means of a wavelet transformation. The process for discriminating the low frequency area is performed by the predetermined period.
