A refresh control circuit is provided to reduce a refresh current by performing refresh by selecting only a part of banks within a range not exceeding retention time during refresh command according to refresh characteristics. A counter part(1) generates a count signal for counting operation, by receiving a refresh signal enabled in response to a refresh command. A bank selection part(2) generates a bank selection signal enabling a part of banks to perform refresh, by receiving the count signal. The counter part includes a first counter(10) generating a first count signal through counting operation by receiving the refresh signal, and a second counter(12) generating a second count signal through counting operation by receiving the first count signal. The first counter includes a first latch latching the refresh signal, a transmission device transmitting an output signal of the latch, and a second latch latching a signal of the first latch transmitted from the transmission device and outputting the latched signal as the first count signal.
