An IC card with a translation program, a text information translating terminal and a method thereof are provided to output translated text information by loading a language codec corresponding to the translated language into the IC card and decoding the text information as the language codec. A key input unit(340) outputs a key select signal to a control unit(360). If a terminal device(300) is connected with the internet, a temporary storing unit(350) stores information to be displayed on a webpage from web server. If the translation for the text information does not need, the temporary storing unit transmits the stored information to a text conversion unit(370) or the control unit, and outputs the original text information on a display unit(380). But, if the translation does need, in other words, if the temporary storing unit receives a translation requirement signal from the control unit, the text information of the information which is stored in the temporary storing unit is outputted to an IC card(310).
