Microneedle devices and methods for delivering non-therapeutic substances are disclosed. The device includes at least one microneedle (30) projecting from a substrate (22), where the microneedle is tapered from the base (34) to a flat tip (32) having an area between 20 and 250 square micrometers. The device is forced against skin to provide perforations and a non-therapeutic substance is applied to the perforated area.
