PROBLEM TO BE SOLVED: To build a model of a multi-input multi-output system at a high precision, and to optimally control a plant such as an internal combustion engine by suppressing a calculation load. SOLUTION: This controller comprises a precise model creating means for creating a precise model 10 approximating an actual machine with a nonlinear model, an input constraint condition setting means for setting a constraint condition of a plurality of input values U<SB>1</SB>(t), U<SB>2</SB>(t), ..., U<SB>j</SB>(t) input to the precise model 10, a linear model creating means for creating a simple linear model 11 approximating the actual machine with a linear model, an optimal input calculating means for calculating an optimal input for a target output using the simple linear model 11, a constraint condition limiting means for narrowing the constraint condition based on the optimal input, an input means for inputting all combinations of the plurality of achievable input values U<SB>1</SB>(t), U<SB>2</SB>(t), ..., U<SB>j</SB>(t) to the precise model 10 based on the narrowed constraint condition, and an evaluating means for evaluating a plurality of output values Y<SB>1</SB>(t), Y<SB>2</SB>(t), ..., Y<SB>k</SB>(t) output from the precise model 10 correspondingly to the input values U<SB>1</SB>(t), U<SB>2</SB>(t), ..., U<SB>j</SB>(t).
