PROBLEM TO BE SOLVED: To provide an occupant protecting device capable of suppressing an occupant from having a whiplash effectively when a vehicle encounters a rear-end collision. SOLUTION: A movable lumber support device 10 as the occupant protecting device is applied to a vehicle seat 12, which has a seat back 16 coupled with the tail of a seat cushion 14 for the occupant to seat himself and a headrest 18 installed at the top of the seat back 16. The seat back 16 is fitted with a lumber support 30 for supporting the waist of the occupant, in which the lumbar support 30 is arranged displaceable fore and aft of the vehicle body. When a rear-end collision ECU 38 has predicted a rear-end collision on the basis of the signal given by a PCS sensor 40, the lumbar support 30 makes displacement forward relative to the seat back 16 while the ECU 38 actuates a lumbar support driving device 36.
