<P>PROBLEM TO BE SOLVED: To properly store, deliver, and efficiently transport stored articles for accident restoration, spare articles and equipment for movement as measures to minimize a risk concerning the accident of a power system. <P>SOLUTION: A power system risk evaluation DB for storing measures obtained by evaluating the risk of the power system as content is preliminarily prepared, and when any accident occurs, the type and quantity of required stocked articles or the like are selected by referring to the power system risk evaluation DB, and the storage place from which the selected articles are delivered is selected by referring to a storage place DB and the DB of stocked articles/equipment for movement or the like in order to procure the necessary quantity of the selected stocked articles from the storage place, and a transportation request company who transports the stocked articles from the storage place is selected by referring to the storage place DB and a transport company related DB.
