PROBLEM TO BE SOLVED: To provide a method for preparing cement milk having penetrating ability comparable to that of an organic-base dispersant. SOLUTION: A phosphate is added to cement as an inorganic-base dispersant. Here, the added phosphate is sodium hexa-metaphosphate or sodium pyrophosphate. The inorganic-base dispersant has same ability to suppress re-aggregation of dispersed cement particles as that of the organic-base dispersant, however, its ability to disintegrate aggregated cement particles is inferior to that of the organic-base dispersant. In this connection, after adding the sodium hexa-metaphosphate or sodium pyrophosphate, these are stirred at high speed by using a mixer, that is, cement particles are dispersed through high speed stirring by the mixer.
