PROBLEM TO BE SOLVED: To provide a paper carrying device having a paper position detecting means capable of detecting a lateral dislocation quantity corresponding to a plurality of paper sizes while restraining a cost increase and complication of the device; a paper feeder having this paper carrying device; and an image forming device having this paper feeder. SOLUTION: This paper carrying device 57 has the paper position detecting means 41 for detecting a position of paper P in the width direction, and has a light emitting part 54 having at least one light emitting element 52 and a light receiving part 56 having a plurality of light receiving elements 55 as the paper position detecting means 41, and has a detecting range Wc shorter than 1/2 of a difference between a width dimension Wa of carrying maximum size paper PL and a width dimension Wb of minimum size paper PS, and uses at least the device for selectively occupying a first position capable of detecting a side end position of the maximum size paper PL and a second position capable of detecting a side end position of the minimum size paper PS.
