PROBLEM TO BE SOLVED: To provide a planar heating element having very uniform heating area, which can be continuously used at high temperature, having a heating layer and an insulation layer tightly integrated, and a manufacturing method of the same. SOLUTION: The planar heating element is formed by laminating a heating layer, electrodes, and an insulation layer. In the heating layer, conductive material composed of carbon nano-material and filament-shaped metal fine particle is uniformly dispersed in matrix resin made of polyimide.
