PROBLEM TO BE SOLVED: To provide a communication controller which does not interrupt data communication as much as possible even when blackout occurs. SOLUTION: The communication controller 101 is provided with a battery 201, when the blackout occurs and the communication controller 101 changes to battery drive, controls a power control circuit 202 according to the remaining amount of the battery and gradually degenerates a line control part 13, a multiple path control part 12 and a device management part 11. At a state that power must not be interrupted as the communication controller 101, the device management part 11 sets disapproval of device interruption in power control information of the power control circuit 202. When it is judged that the power of the communication controller 101 becomes a state the power can be interrupted, the device management part 11 approves the device interruption of the power control information of the power control circuit 202.
