PROBLEM TO BE SOLVED: To provide a rotating-electric machine which can cut on oil component traveling from a bearing side to a commutator side passing through the internal perimeter of a boss of a splash ring, and its manufacturing method. SOLUTION: This motor 1 is equipped with a commutator 24 where segments 26 are arranged on the peripheral face of a mold part 25 having an axial through hole 25a, a rotating shaft 21 which is fixed in the through hole 25a, bearings 30 and 31 which bear the rotating shaft 21, and a splash ring 27 which is arranged between the bearing and the commutator 24. The splash ring 27 has a boss 28 which has a through hole 28b for making the rotating shaft 21 pass though, and a flange 29 which is coupled with the boss 28 and faces the axial end face of the bearing 31. At the boss 28, the tip is press-fitted between the through hole 25a of the mold part 25 and the rotating shaft 21, thus preventing the oil component from traveling to the surface of the commutator 24 via the tip passing through the space between the boss 28 and the rotating shaft 21 from the side of the bearing 31.
