PROBLEM TO BE SOLVED: To provide a vehicle behavior-estimation device provided with a vehicle movement model which accurately reproduces a behavior of an actual vehicle across the whole linear and non-linear areas of a movement of a vehicle and understands physical meanings, and also provide a vehicle-control system using the same. SOLUTION: The vehicle behavior-estimation devices 1, 18 and 21 output estimated valuesγand (a), which represent behavior quantity of a vehicle, based on information V andδmeasured with a measuring device. In addition, the devices are provided with; estimated-value computation means 2 which compute estimated valuesγand (a) based on the inputted information V andδaccording to a mathematical model of a vehicle behavior; and correction means 3 which are constituted with neural networks for correcting numerical values kf and kr which are used in the mathematical model in the estimated-value computation means 2.
