PROBLEM TO BE SOLVED: To accurately detect the speed of a train on the ground without providing a ground element, and to correct the speed detected by a speed generator by transmitting the detected speed to the train. SOLUTION: The average speed of the train 1 when traveling in each track circuit 1T to 4T is obtained from the track length of each track circuit 1T to 4T and traveling time of the train 1 in each track circuit 1T to 4T, by a TD signal transmitter 3 provided on the ground. The average speed is transmitted to the train 1 while included in an ATC signal. An on-vehicle device 2 of the train 1 obtains the average speed of the speed detected by the signal from the speed generator 25, calculates speed difference with the average speed calculated on the ground, corrects the detected speed by the signal from the speed generator 25, and accurately detects the speed of the train even if wheels are changed in size due to wear and an error is generated in the speed detected by the signal from the speed generator 25.
