PROBLEM TO BE SOLVED: To provide a base film which can be manufactured with high productivity and is low in price and smooth, and a method and apparatus for manufacturing the base film. SOLUTION: The method for manufacturing the base film includes a coating process which provides a resin layer having a radiation curable resin on at least one principal surface of a flexible support, a smoothing process which smoothes the resin surface by pressing the resin layer with a mirror-surfaced roll, and a curing process which cures the resin layer by irradiating the resin layer with a radioactive ray on the condition that the resin layer contacts the mirror-surfaced roll.
