PROBLEM TO BE SOLVED: To provide a method for forming a coating film, in which the scattering of dust of asbestos is restrained to such a degree that there is no dust substantially, so that a building material to be used for the interior/exterior of a building can be recoated and to provide the coating film to be obtained by the method for forming the coating film. SOLUTION: The method for forming the coating film comprises a step (1) of applying an undercoating material to an asbestos-containing base material having a degraded and brittle layer on the surface layer thereof to form an undercoating film and a step (2) of applying an intermediate coating material or a final coating material onto the undercoating film-formed surface of the base material to form an intermediate coating film or a final coating film. The viscosity of the undercoating material when applied at 23°C is≤100 mPa-s. The rupture pencil hardness of the undercoating film-formed surface, which is obtained at the step (1), of the base material is≥3B. COPYRIGHT: (C)2007,JPO&INPIT
