The heating or cooling of a wall, floor or roof is provided using panels of plastic and metal that are produced with flow channels for a fluid [02,03]. Panels may be joined together using fixing points with the channels interconnected using ports [01]. The surface of the top panel has a photo voltaic layer that allows electricity to be generated from solar energy.
