A detection unit detects the number of items identified from recognized speech of user among a given number of items necessary to control the device. A comparison unit compares the detected number of items with a reference value set for the number of items based on the content of input speech. A determination unit determines a learning level in the speech based on the comparison result. A control unit controls the response output to the user according to determined learning level.
