PROBLEM TO BE SOLVED: To enable a recipient of a sealed document to acquire the sealed document early enough. SOLUTION: A sealed document forming apparatus 2,300 which bends envelope raw paper to bond the superposed parts thereof to form an envelope and encloses an enclosing target in the envelope, a transmitter 1,000 for transmitting the data printed on the enclosing target and the envelope and a printer 2,200 for performing printing on the basis of the data transmitted by the transmitter 1,000 are provided.
