The arrangement has an operational speed controller and idle speed controller with respective integrators, and connected parallel to each other. The controllers acted upon with respective target rotational speeds (nad, nll) and actual crankshaft rotational speed. A coordination controller changes an output value of the integrators dependent on the actual crankshaft rotational speed. The controllers have variable limitations, which represents respective torque limitation (Mr) of smoke limit and torque limitation (Mg) by a gear. An independent claim is also included for a method for controlling a rotational speed of an internal combustion engine.
