An optical information recording medium having a plurality of information recording planes can record or reproduce information with high reliability. An optical control device is provided with a light source (1) which emits light; an objective lens (56) which collects the light emitted from the light source (1) on a prescribed information recording plane of the optical information recording medium (40) having a plurality of information recording planes; a light detecting section (32) which receives light reflected by the optical information recording medium (40) and outputs a signal in accordance with the quantity of the received light; and a laser control section (133), which controls the quantity of light emitted from the light source to the information recording plane, i.e., an object to or from which information is to be recorded or reproduced, based on the recording status of the information recording plane positioned closer to the objective lens (56) than the information recording plane.
