PROBLEM TO BE SOLVED: To provide a video recording and reproducing apparatus wherein a television video image is not greatly disturbed during reproduction by recoding a video image only a TV system designated by a user and reproducing the video image so as to eliminate the need for switching between an HDTV video image and an SDTV video image. SOLUTION: The video recording and reproducing apparatus 10 includes: a TV system designation means 1 for designating either of TV systems, the HDTV and the SDTV; a TV system discrimination means 7 that discriminates whether or not a TV system of video data recorded on a recording and reproducing medium 5 is matched with the TV system designated by the TV system designation means 1 and outputs the video data of the designated TV system; a reproduction means 8 for reproducing the outputted video data; and a display means 9 for outputting and displaying the reproduced image.
