PROBLEM TO BE SOLVED: To provide a technology capable of efficiently processing real-time applications by using a limited resource in an LSI for processing a plurality of the real-time applications in parallel. SOLUTION: A semiconductor integrated circuit device has a mechanism for integrally managing a plurality of processings as the whole LSI200 executed by a plurality of processing units (CPU0, CPU1, RCPU, and VCPU) in the LSI200. Its priority is calculated on the basis of progress of the processing with respect to the processings to be managed, and execution of the processing are controlled according to the priority. A programmable interconnect unit 100 and memory means 101 collect information such as progres of the processing from the processing units for executing each processing, and control the execution order of processing according to a resource management unit IRM calculating their priorities, a program, and the priorities.
