PROBLEM TO BE SOLVED: To provide an image forming apparatus and an image forming method for balancing glossiness of a yellow (Y) toner and glossiness of other toners of magenta (M), cyan (C) and black (K). SOLUTION: A fixing device 25 heats and fixes toner by electromagnetic induction by a magnetic field generating means. When a fixing film 326 is used at the surface temperature in a range of 140 to 180°C, the change rate Gs of glossiness per 1°C surface temperature difference is 0.05 to 0.15 degree/°C. When the surface temperature of the fixing film 326 is n°C, glossiness Gy, Gm, Gc and Gk of a fixed image obtained by using each single color toner of yellow (Y), magenta (M), cyan (C) and black (K) satisfies a predetermined relation.
