PROBLEM TO BE SOLVED: To provide a toner fixing method which ensures excellent low-temperature fixability, hot-offsetting property and hot storage resistance so as to reduce power consumption in energy saving, and a fixing device and an image forming apparatus using the fixing method. SOLUTION: The fixing method uses a fixing member having an outermost layer comprising a plurality of fluorocarbon resins different from each other in melt viscosity and melt flow rate (MFR) and a toner comprising at least a binder resin, a colorant and fine resin particles, wherein the toner has fine resin particles fixed on a particle surface, the fixed fine resin particles take on a particle form, and an exposed surface area ratio (exposure percentage) of the base toner particle surface calculated from a surface area ratio (coverage) of the fixed fine resin particles measured with an image analysis device, LUZEX is in a range of 10-70%.
