PROBLEM TO BE SOLVED: To provide a low cost and effective asbestos flying-preventing method considering environments, and to provide a method for treating a structure containing asbestos. SOLUTION: An asbestos fly-preventing agent characterized by containing asphalt in an amount of 10 to 100 mass%. And a method for recycling an asbestos-containing structure comprises forming a coating film on the surface of the asbestos-containing structure to prevent the flying of the asbestos, and treating the structure at a high temperature with the asphalt as a heat source after demolition to produce a porous formed article.
