PROBLEM TO BE SOLVED: To provide an operation controller which can control even a membrane filtration apparatus having a plurality of series so that the operation cost of a water purification plant including a waste water treatment apparatus besides the filtration apparatus can be kept within a given set range. SOLUTION: This operation controller of the membrane filtration apparatus having the plurality of the series is provided with an operation condition calculation part calculating a flow distribution for each system of the membrane filtration apparatus on the basis of a planned water amount to be treated in the membrane filtration apparatus, membrane pressure differences of the membrane filtration apparatus of the respective series, information of operation/stopping of the membrane filtration apparatus of the respective series, and the target value of the operation cost of the membrane filtration apparatus; a flow controller controlling the flow of respective series on the basis of the calculation results of the flow distribution, and a display device displaying distributed flow information of each system being the calculation results of the flow distribution.
