PROBLEM TO BE SOLVED: To provide a vertically successively built ferris wheel which makes a high position reachable even in a narrow installation site or a small rooftop space and which affords an enjoyable view, and also to provide its operation method. SOLUTION: A lower and an upper wheel frame 3, 4 are installed in the height direction on supporting legs 2 and structured in a manner transferrable between the two wheel frames 3, 4 through a connecting deck 5. The supporting legs 2 are built separately for the first supporting legs 2a that holds the lower wheel frame 3 and for the second supporting legs 2b that holds the upper wheel frame 4. In addition, a fence 5a is installed around the connecting deck 5 which is on a trapezoidal intermediate legs 2bM of the second supporting legs 2b. In a large number of spoke frames sf radially arranged in the lower and upper wheel frames 3, 4, the adjacent spoke frames sf are made a pair to freely rotatably support each cabin C by intersecting the tip ends of the supporting arm members (a), (a) each installed extendedly.
