PROBLEM TO BE SOLVED: To provide a wireless LAN provisioning system for allowing an owner of a portable terminal that is a mobile device, to easily access from the portable terminal to the Internet even if he/she is in an outing destination etc., at the same time, for acquiring an equipment provisioning fee etc. as a value when a wireless LAN equipment owner offers the wireless LAN equipment as an access point to the Internet to a mobile user. SOLUTION: The wireless LAN provisioning system comprises a management device for connecting a portable terminal to the Internet through an access point of wireless LAN equipment and a router device. The management device comprises an authentication means for determining propriety for access to the Internet by the portable terminal, a calculation means for calculating a usage fee of wireless LAN equipment according to the access to the Internet by the portable terminal, a usage information recording means for recording a usage information on wireless LAN equipment used by the portable terminal, an Internet connecting means for connecting to the Internet, and a control means for controlling the management device.
