PROBLEM TO BE SOLVED: To provide a water barrier layer for burying waste, in which there is no risk of damaging a circular water barrier block and a disk-shaped water barrier block and which can be utilized effectively when waste is buried. SOLUTION: The water barrier layer for burying waste is provided with: a cylindrical housing part 10 which is formed by layering a plurality of circular water barrier blocks 11 each consisting of a clay-based water barrier material in a tunnel 1 having an almost circular cross section along the longitudinal direction of the tunnel 1 and in the hollow part 12 of which waste 3 is housed; and disk-shaped water barrier blocks 21 each of which consists of the clay-based water barrier material and which are layered in the cylindrical housing part 10 to block the hollow parts of circular water barrier blocks. This waste barrier layer is used for burying waste 3. The circular water barrier block 11 has an inside reinforcing frame 13 and an outside reinforcing frame 14 and the disk-shaped water barrier block 21 has an outside reinforcing frame 22 in order to reinforce the peripheral curved part of the circular water barrier blocks 11 and that of the disk-shaped water barrier block 21, respectively.
