<P>PROBLEM TO BE SOLVED: To provide a mobile communication system and a communication terminal which can appropriately control uplink transmission power, in an area where uplink transmission power must be limited inexpensively without requiring extra units. <P>SOLUTION: The communication terminal 100 acquires threshold information becoming a standard for determining the limitation and release of uplink transmission power transmitted from a base station at a BB-receiving section 103, and transmission power control information indicative of the upper limit of uplink transmission power. A candidate base station equipment determining section 107 determines whether a special base station equipment 300 is selected as a communication partner by comparing the communication quality between the special base station equipment 300 and the communication terminal 100, measured at a propagation path quality measuring section 106 with the threshold information.
