<P>PROBLEM TO BE SOLVED: To provide a file generation device or program that generates an electronic form file including printing-restricted service tickets, in order to securely and efficiently provide service tickets over the Internet. <P>SOLUTION: In a file generation system 100, a server 5 first extracts attribute information about a user according to a user ID. According to the extracted attribute information and merchandise information, the server 5 specifies advertised merchandise corresponding to the user. The server 5 next generates advertisements according to merchandise information about the specified pieces of merchandise. According to the extracted attribute information and merchandise information, the server 5 also extracts electronic forms to generate application forms. According to the attribute information, the server 5 further generates service tickets for the merchandise. The server 5 print-restricts the generated service tickets.
