<p><P>PROBLEM TO BE SOLVED: To provide a passive element which can change characteristic values while thinning and miniaturizing inductors, electric resistors or the like. <P>SOLUTION: An inductor component 34 has: a plurality of thin film conductors 10 arranged separately each other along one direction in one side face of sealing material 25; and a plurality of wire conductors 12-1 arranged separately each other along the above-mentioned one direction, and partially embedded in the sealing material 25. The inductor component 34 is formed of a coiled conductor by connecting a thin film conductor 10 and a wire conductor 12-1.
