PROBLEM TO BE SOLVED: To make it possible to manufacture fuel of high enrichment with high efficiency by securing the subcriticality state of an overcoating vessel. SOLUTION: The overcoating container consists of a slender inclining vessel 20VE shaped as a gutter with a contour limitation dimension which can secure the subcriticality state of the vessel 20VE. The vessel 20VE includes inclining vessel segments 211 to 219 laid out by turning them reciprocally so that particles can shift one by one. Coated fuel particles are poured from the inclining vessel segment 211 in the highest tier, shift to lower inclining vessel segments one by one and are overcoated while being supplied with a binder and graphite powder during the rolling motion along the inclination in each inclining vessel segment.
