PROBLEM TO BE SOLVED: To provide a method for producing a phase difference film made of a norbornene based resin which has excellent transparency, dimensional stability and viewing field angle characteristics and has low gas permeability, and in which the optical axis lies in a horizontal direction and the variation of the phase difference in the plane is reduced, and to provide a method for producing a polarizing plate where a polarizing plate having high performance can be produced with high production efficiency by a simple method. SOLUTION: In the method for producing a phase difference film, a film made of a norbornene based resin is extended in the range of 1.5 to 5 times to the width direction of a film roll, and is further shrunk to the longitudinal direction of the film, so as to obtain a phase difference film in which the optical axis lies in the width direction of the film roll.
